A series of development projects could begin to reshape First Street in downtown Woodburn.
West Linn developer JK Chay bought the old Salvador’s Bakery building on First Street back in December. Like many buildings downtown, the old bakery building needed a new roof, new heating, ventilation and air condition system, and new insulation.
“This was a disaster,” he said.
